fluid retention

This question is about my brother in law who is suffering from fluid retention.  Mainly his legs and feet.  He is 56 and has always been healthy despite the fact he has cerebral palsy.  He has had a battery of test and they have drained the fluids just to have the fluid come back again.  This has been going on for 3 weeks without any answers in site.  He is in a small town hospital, and a group home.  I'm wondering if he should be transferred to the big city hospital and if medicare will pay for it.  Any suggestions on why would be helpful.
