Postpartum Problem

My sister-in-law had her baby almost 2 years ago she is still feeling pain in her lower abdomen. She says that it feels as though her muscles are trying to hold up "water". She feels a lot of pressure on them.  Feels like two balls that are soaking up water that are pressing against the pelvic bones on either side.  I am sorry I don't know any technical terms.  She feels this occasionally throughout the weeks. She gets very snappy and impatient during these times as if with PMS.  She told me this and I would like to help but don't have a clue what could be the problem, please help if you can.  Thank you in advance.
