Is yellow discharge normal for male dog? Read the details first...

My 16 month old husky-lab-pointer mix male dog has a yellow-green discharge.  I first noticed it when he got neutered at 6 months old.  I understand that smegma is a common and normal thing but he has a lot of it.  The vet has noticed the amount he has and has noticed it's not a normal amount.  Their reply is doing a bladder test that costs $100 each time.  Every time it comes back negative except it once came back positive (one of the 4 times they've done it).  When it came back positive, he also showed other symptoms of a bladder infection (peeing on himself and his inability to hold it).  I keep telling them they need to try something else but their solution to that was to give me some medicated wipes which has not helped.  The discharge is now getting worse.  It is dripping more now.  I am constantly having to clean my car, my bed sheets, my furniture because it's staining everything.  What else can I try? What else could it be? I know there's something wrong!

Did they culture it?  No, that does not sound normal.  If it were me, I would definitely get a second opinion.
