Any time a dog vomits blood a vet should be consulted asap, I am not a vet but the last time my dog threw up it orange tinges and red bits that appeared to be blood. When I took him to the vet we found out he'd eaten a cherry and a piece of orange, better to pay the vet than play God or the waiting game, vet asap!

Generally speaking a dog should NOT throw up any amount of blood. (It CAN happen sometimes if there has been a lot of retching and straining, then the esophagus and throat can be made slightly sore, but this usually clears up after the vomiting is over.)
But in your dog's case, it doesn't sound as if that caused it. If the tiny plastic thing you took away from her looked at all chewed or any bits were missing, your dog may have swallowed some of the plastic toy, and it could be causing some damage to her stomach and gut.
Or there are many other causes. If your dog hasn't been innoculated, she may have contracted Parvo virus. Or there could be something else wrong.
But it isn't normal to vomit any amount of blood.
I would take her to the vet as quickly as you can. It might not be anything serious. But best to be on the safe side.
