My dog yelps when I touch his hind quarter
When I touch my dog in the hind quarter he yelps also I noticed he's not urinating as much as usual

When you say hind quarter, do you mean the top of is leg (thigh area)? Or his lower back?
He obviously has some pain there and it would be a good idea to take him to be checked out.
Not urinating as much could possibly be because he isn't drinking as much (?) Is he? Or is he drinking the same amount?
He needs to be seen by a vet as he is obviously in some level of pain.
