should my dog be extremely lethargic after being neutered?

Yes!  He's had surgery with general anesthesia, so depending on when the surgery was done and when you took him home, he could still be pretty out of it.  He should be more like his old self by tomorrow morning, so in the meantime just let him sleep it off and keep him quiet.  Don't worry if he doesn't want to eat until tomorrow, but make sure he has plenty of water available.  That will help flush the anesthesia meds out of his system.

It wouldn't be a bad idea to make sure he takes a trip outside for a pee attempt before settling in for the night.  Anesthesia kind of kills the urge to urinate, and when it comes back there is no stopping it.  If he has an accident, he really can't help it.  :-)
