My jack-russell terrier ate one of my PlanB emergency contraceptive pills.  Should I be rushing to the animal hospital right now??

I would. It's a pretty powerful medicine meant for a full sized adult. He's a small dog. I just don't know the damage it could cause and wouldn't want to risk it. I'd take him to the ER vet.
