Yes, depending on what type of puppy you have, they can indeed cause
allergy. Few dogs are hypo-allergenic. Yorkies are one of the few dogs
who don't carry a dander in their fur, since they fur is really like human
hair and must be cut and trimmed. Hopefully you can test your daughter
for allergies sometime, because she may have allergies to dust and
pollen too. Then they can prescribe something for her. I hope all the
best for you little girl and her little pup.

What many people don't realize is that it not actually the dog that they are allergic to, it's the dander.  And dander is produced by the dog's saliva when it licks its own fur.  The saliva dries and becomes tiny little particles of dander.  If the dog licks your daughter and she develops a red mark where she was licked, then yes, it's an allergy to the dog's saliva.

You can cut down on the allergies by bathing the animal frequently and rinsing them in, of all things, strong tea that has been brewed and allowed to cool.  It has been found that the tea works nicely to keep the dander down.  If you can train the dog not to lick (yes, it can be done), then you MAY be able to actually have the dog and your daughter live successfully and comfortably together.  Your daughter's doctor and your veterinarian will be your best friends in all of this.  They will give you the best advice in your daughter and your dog's best interests.  Good luck to you.  These situations are never easy to deal with.  Please post back and let us know how things turn out.

Our Yorkies licked their fur, but did not create dander? Need to ask my Vet what's up with that?

Yes...she could be allergic to your pup. If her sore throats continue..... ask your doctor to do a RAST test on your daughter.  It is a blood draw that will determine if she is allergic to your dog,( or any other number of things.)
Even if you were to get rid of the dog, the dander will remain in your home for a long time. So, if her symptoms persist, it would be best to have her tested before giving her dog away.
Good Luck....I hope all works out well, and your pup can stay with you.
