Potassium Citrate and Potassium Bromide

My 9 year old Cockapoo is on a combination of Potassium Bromide and Phenobarbytl for seizures.  He recently had surgery for bladder stones, and has since been put on Potassium Citrate and U/D Diet.  Within a week of these being added, he has become very lethargic.  He is normally very active.  We have had him back to the vet, and are told everything seems fine from blood tests and physical exam.  On our own, we have skipped the Potassium Citrate med one day, and have seen some improvement; but back to lethargic when we start it back up.

Could this be a reaction to too much potassium?

I've just started my dog on Phenobarb for his seizures and was told he would be lethargic for approx 3 weeks before he adjusted.  I'd assume about the same for other seizure medication...Maybe give it another week or two and keep up with the blood levels to watch for any damage.
