Seizure or Panic Attack or Something Else?

My dog has been diagnosed with seizures, he will freeze not doing anything for anywhere for a few seconds to a few minutes. When he comes to he freaks out doesn't know where he is then he's really tired and hungry. Those seizures are controlled with keppra.

Today however something odd happened. I was watching a movie when my little guy starts licking everything under the sun. This is not a normal behaviour. He isn't responding to anything, he doesn't seem to be aware of his surroundings, he's just going around the room licking the floor, furniture and what ever else he can find. I pick him up and his heart is racing a mile a minute. He starts licking me then stares out, as he would during a seizure, then goes back to licking, and stares out again. This happens for several minutes until he finally snaps out of it.

Then he's very tired and very hungry and starts psychotically running around the house looking for food like he normally does after he has a seizure. I gave him some food, which I think he may have eaten too fast and he goes back to licking then throws up, that time around he was conscious and fully aware of his surroundings.

I don't know what happened, but it was odd(er) than what I'm used to seeing with his seizures. So I'm not sure if this is a break through seizure or something else.
