Skin problem on dog

I have a 10 year old Westie and she has skin problem.  I can bath her and by the next day her back and sides look like I have poured oil on them and the smell is very strong.  She is on Jing Tang Damp Heat Skin and it hasn't made any difference. Any suggestions?

I don't know much about Chinese herbal medicines so can't comment on that.
Have you researched possible Westie skin issues?  I know they can be prone to some, which could be congenital.
Have you gone to the Vet and had this checked?  I think I would be getting blood work done and possible skin biopsies.
Possible thyroid, adrenal, diabetes issues may need to be addressed.
