Morning...If this is a continuous cough/gag that won't stop, then you may be dealing with Kennel Cough if your dog has been out around other dogs such as the Vet, kennel or groomers.......
You might google "Reverse Sneeze" and see if this is what your seeing....It's common in toy breeds...
Also, it may be a case of allergy related congestion triggered by usually dust or dryness......

I have just experienced something like this with my little fella. I knew he had consumed some shells from nuts. He had an immediate reaction. He weights 23 lbs. and after checking with my veterinarian I gave him a 25mg Benadryl. Six (6) hours later I gave him another one (he started this gag response that appeared to turn into spasms.
He is fine! Allergic reaction.
Have you changed her food? Cookies? My guy has a very sensitive tummy. He also has seizures. ANY food coloring in his food or treats puts him at high risk for a seizure. Take a look at the ingrediences.
