My dogs take turns licking each other's ears and faces.  It's nothing to worry about unless one of them has an ear issue.  Frankly, before we got the "ear licker," keeping one dog's ears clean and trouble-free was a big issue.  Haven't had any trouble in years since they keep each other fully cleaned and groomed.  LOL!

On the chewing issue, well, some dogs just like the texture of cloth chew toys.  All you can do is tell him, "NO" when you catch him in the act, and present an appropriate chew toy as an alternative.  Check out you local pet store for appropriate cloth chew toys.  You may have to try several before you find one he really likes.

He also may be chewing the comforters out of boredom.  A tired dog is a good dog, so make sure he gets plenty of long walks and exercise.  If you're used to carrying him around, put him down and make him go places under his own steam.  Dogs were meant to walk and run; not be carried around like children.  :-)

It sounds pretty normal. My female dog licks all my male dogs ears, I guess she is cleaaning them for them. As for the cotton issue, my dogs all did that when they were younger and grew out of it. Do you give him toys to chew on? Maybe some stuffed toys. Just make sure he doesn't ingest the cotton. My 1 yr old likes to eat cotton also, but I keep an eye on him at all times because I can't imagine it being good for him.
