first off, whats your surroundings like, are you in a busy city? or a quiet country? Do you have fully closed fence? IMO if you have a fully closed fence with a nice yard, let them run around the yard as long as its nice warm weather and as long as you see them enjoying every bit of it! If your in a busy city obviously better to keep them inside and take them for regular walks and excersize!

IMO, all dogs especially athletic breeds or working dogs should spend A LOT of their time outside...but on properly supervised walks, off-leash runs (if possible) and activities, such as chasing ball or frisbee, etc (As for off-leash runs, a dog should be trained to turn immediately and return to the "owner" when whistled or called, otherwise these could be dangerous.)
BUT I feel any dog should not be KEPT outside. They all need to be socialized with the family, and have inside time. They need a dry bed at night and somewhere safe to sleep. And short haired breeds like Rotties are not built to tolerate too much exposure when not exercising. Even longer-haird breeds can get very cold when left outside without exercise.
I am not in agreement with keeping a dog perpetually outside. Apart from anything else, it is a lonely existence for a sociable animal like a dog.
Too may dogs are turned out into yards or gardens all day long, and that is supposed to be their "outside" time, and is often substituted for supervised walks, either because of laziness on the owner's part, or because some people do not understand what a dog needs......no proper exercise, and all alone....not good.
My two big dobs do not hardly shed as much as my friends 1 black lab. They are clean in nature. Also, they say you will never go to the bathroom alone when you have a Doberman because they will follow you and stand face to face with you. Out of all the dogs out there Dobermans are the most social. They need to be around people and you for socialization and mind stimulation. Some are left outside for long periods of time and owners wonder why they chewed up the HVAC units! Or simply dug holes or barked excessively. I will say that with the proper exercise, they are very chill around the house. Guests at first are a little intimidated by my boys but they all will at some point comment on how well behaved they are. I’m proud.

They are 90% inside, 10% outside dogs.
Why do you ask?
I don't have Dobies but, like any other animal, it would depend on your lifestyle. Do you allow dogs in the house or do you prefer outside dogs? Personally, I don't see the point of having a dog if it will be left outside all the time. The Dobie owners I've known have dogs that are inside/outside dogs. As with any animal, you have to take the weather into consideration. It is too cold, too hot? They have to have some type of shelter and access to fresh water at all times and you need make sure the outside area is a secure one.
