Oh my gosh! I think your dog does need to see a vet. I can't say I know what is wrong with her, it could be anything, and she will need some tests.
If you can't talk your husband round, then is there anyone else who could help you? You could agree to pay them back so much a week maybe out of the housekeeping? It might take some time to pay them back, but at least they would trust you if every week you didn't forget to give them some money.
Or can you possibly speak to your vet, explain the circumstances, and ask him/her if it would be possible to work out a payment plan?
It sounds very much like your dog does need some professional help.
How long has she been like this? Is it sudden, or been going on for a while?
