She definitely needs to be seen by a vet.  Frequent attempts to urinate with very little urine is indicative of a urinary tract infection.   The bladder gets so irritated that instead of feeling full only when it's really full, it feels full all the time, signaling the body that it's time to urinate, but there are only a few drops of urine in there since the last time she felt like she had to go.
