She is expressing her anal glands on your floor.  Might want to get her to a vet or groomer to get that taken care of.  If it becomes chronic, definitely to the vet.

It could also be some type of worms causing her to itch around her butt, or an irritation of some type.  Have you checked the area for redness/irritation?

Dogs will drag their rear ends as a way to scratch an itch.  Itching can be caused by impacted anal glands or worms, or even a bug bite.  If they keep doing it, then your vet needs to help diagnose and treat the problem.

I agree - anal glands.  Sometimes they express themselves, the owner can do it if he/she knows how but the best solution is to take her to a vet and prevent them from becoming impacted or infected.
