itchy 3 month old teacup chihuahua

i have a 3 month old teacup chihuahua.i noticed that she frequently scratches.i searched her and she has no flees.but i noticed that her belly looks dry and certain parts under her hair are flaky.what could she have and how can she be treated to sop the itch.
