Has your Vet done a skin scrape to determine what your dog's dealing with?
Sounds as if allergies or fleas started it, but it's out of hand now.....It's possible that this is a yeast infection...I think they really smell...However, a bacterial infection is possible, too...A skin parasite is another culprit of skin disorders...All are EASY to diagnose from a skin test....Has your Vet prescribed antibiotics for him yet? He sounds as if he needs something!

My dogs both had a similar problem. My vet suggested changing their diet to a more protein food. We found a dog food at the local agriculture center that they love and REALLY reasonable in price. 50# for $20! They love it and it has changed their skin/hair to soft and shiny! Just try to stay away from the dog foods that are mainly corn and that should help tremendously. Good Luck!
Well, you dog may be allergic to something in his food. Like corn, wheat, or soy.
