Hi, your pug could be suffering from an allergy. Or he could just have dry skin, due to insufficient Omega 3's.
Try changing your dogs diet to the very best food you can afford. Something with no grains and preferably organic. Luckily for you, your pug is a small dog, and providing him with good quality food, shouldn't break your budget.
You can also provide him with Olive Oil twice daily. 1 to 1 and 1/2 teaspoons. Do not give more than 1 and 1/2 teaspoons at once, and do not exceed a tablespoon per day, as this may lead to diarrhea. If you notice your dog's stools are becoming loose, just cut back on the Olive Oil a little. Olive Oil will provide your dog with good quality Omega 3's. If you give Olive Oil faithfully for 2 weeks, and you do not notice any improvement, suspect an allergy, and seek the guidance of your veterinarian.
You can also dilute 5 to 10 drops of Olive Oil in 1/2 to 1 cup of water, and use this mixture to rub into his skin.
Again if the Olive Oil does not help, consult your vet.

have you noticed any rubbing of his bum on the floor,i only say this because i have a yorkie and prior to this a small jack russell,all small dogs are prone to their anal glands getting blocked and one of the main signs is dragging his butt and scratching or bitting their skin to o point of making themselves bleed,
you can empty them yourself once a vet or groomer shows you first,be warned the smell is foul,
