Seems like every poodle I've known whether toy or standard, gets these benign growths.  Have your vet take a look at it to make sure it isn't serious, but the general rule of thumb with benign growths is to leave them alone unless they interfere with the dog's movement, or become so large that they break the skin.  If the dog continually bites at it, that would be another reason to have it removed.

I've always been a believer, if there is a concern regarding your pet, please get a vet to examine the issue, better to be safe at a early stage, then to be sorry at a later stage..it could be growth of any type, good or bad...
