tplo sugery for cruciate tears in larger dogs

Is tplo the best type of surgery to repair a full cruciate tear?  I have heard that there is a quicker and better recovery. though I read one article that stated that certain vets at University of Pennsylvania do not perform the procedure, and call it "fashionable".   It is very expensive, around $3000.  What is the sucess rate?

I would get on the U of Penn, Veterinary Dept. website and find a faculty e-mail address that you could write to with these questions, requesting they might also attach any articles/ hand-outs they might have on the subject.   I've found University folks are pretty good about answering e-mails, especially if they know you live in Pennsylvania and are  considering the surgery, or other better options.
