Chronicly weak, raspy voice

Hello,
  I haven't been able to speak normally for over five years now, since I was 17.  I've smoked regularly in those five years, and drank for most of them, which hasn't helped -- but those can't be the only operative factors. Before age 17, I either hadn't been able to or hadn't been in the habit of projecting my voice beyond a low shout. Now, my voice quality is horrible and my ability to project is nil; every conversation I have is compromised, no matter the environment.
  I understand that chronic voice problems like mine can be elusive of diagnosis and treatment. I haven't had myself checked (why?? I don't know). If anyone has any thoughts, I'd appreciate anything.

Well Dean, you seem to have some insight into this!  Getting yourself checked over is going to be key.  I would tend to disagree that problems like yours are tough to diagnose and treat.  Generally the opposite.  Getting a look at your vocal cords and watching them move will be very informative.  I would bet that you can be greatly improved.  See your local (board certified) ENT doc.
