Crackling throat and cough

SYMPTOMS ARE        Crackling,stadick type noise in neck or base of skull.I get it at night in bed but also when i am walking or climbing stairs,i do not have to move at all to get it sometimes,it's like a rush up to my ears,i also get it when hunger strikes but not always.I also cough all the time and clear my throat,i have had this for 3 years now this is serious to me but alot of doctors brush it of as nothing.Saw a gastro did scope nothing there but put me on nexium large dose no change.Saw an ent looked in my ears and did a 24hr ph test negative thats all that doctor did.Does anyone have any cure for this.also i am a happy person all the time no depression.HELP PLEASE?
