Dizziness, pressure in ears

For some years now I have noticed a dizziness issue that feels as if it is on the left side of my head. If I lay down I feel as if Im spinning or sand is shifting from one side to the other to balance out.

I went to an Ears, Nose & Throat doctor and the found that there was pressure built up in both of my ears but one side more than the other

My ears always fill like there is water in them and I cannot pop the pressure out.

Whenever I am in a hot area it increases.

What ways can I get rid of this feeling. It is hard to deal with everyday especially whenever I am working
