Fluid in ear

I have had a fluid build up in my ear since late October
Doctors have prescribed  claritin D,  Zertex D,    Z pack and now am on Flonase. I have used the Flonase for 6 days and have seen or felt no change. Should I see an Ear Specialist? Two  doctors in the same office treated me and one said  there was no infection in my ear and that the antibotics given to me were useless.  I am taking herceptin treatments every three weeks  and can that cause any fluid in the ears?
