MP3 Player and Tinnitus

Hello,
I have been living with a mild case of tinnitus for about a year and a half, for the most part it has been manageble, sensibility to certain frequencies, ears that stuff up for no apparent reason and so on. I have made various lifestyle changes to improve my condition (no more loud activities - I permanently have ear plugs with me just in case, no more alcohol, or caffeine). But I have a question, is it safe to use a MP3 player for someone with tinnitus. My doctor suggested I might go without it, but since I'm 21 she probably thought I would play it loud, but I don't. I just want a second opinion, is it safe or not? And if it is safe is there a difference between in-ear headphones and regular over ear ones.
