Don't think they can or will. If it's the middle ear they will and do.
I had my ears drained all the time as a kid. Started shortly after birth.
They only thing they can do is offer allergy pills I think. 2 is too young for decongestants  think.
In adults they can at least give strong medicine to help drain the sinuses to help the pressure on the ears.
My third oldest also has asthma and when his ears acted up they figured out that it was asthma due to allergies...but he was 5 by then. He started coughing the day he was born,literally. They started off  with antibiotics....found out he was allergic to penicillin at that point. This continued until he was 5 and saw a real pediatrician. That's when the Dr said "This little guy doesn't have a pneumonia...it's asthma"...started on inhalers and then about a year later the allergy meds.
He is now 16 and no longer needs the inhalers...just the allergy pills.
