where to turn for excruciating throat pain for years?

my husband has been experiencing ear pain and subsequent throat pain sporadically over the past 13 years. more recently he is getting canker sores and ulcers in his mouth as well during these episodes.  he has been to 3 different ENTs, has been scoped, has been cultured, has had blood drawn,  has seen his primary care physician, has had an MRI and is scheduled for a CAT scan tomorrow. this happened about twice a year in the past, but the frequency has increased to about 6 times this past year.  his pcp gives him a round of steroids each time which knocks it out.  but NOBODY has been able to diagnose anything.  last week it was determined that his left vocal cord is not working.  he is being treated for acid reflux and told to take otc pain relievers. the dr. said nothing about extreme redness in his throat.   nothing is helping him and we don't know where to turn.  he is in severe pain and i am tempted to just go to the ER so we can get a battery of tests run.  can anyone please advise a plan of action?
