Strep Throat-need tonsils removed?

My daughter is fifteen and has had strep throat numerous times. Last spring she started getting sick and stayed sick all summer long. She had ear infections, sinus infections and strep the whole summer. As soon as she was off the antibiotic she would get sick again. She started feeling better during the winter but has already had another double ear infection this spring. She just got off the antibiotic and she is sick again. I took her to a specialist and he said that her tonsils should come out now. He said that would not correct the problem but would help he thought. Do you think that is needed or is this more about her immune system not working properly?
