I am never not hungry. What could be the cause?

I am a 60-year-old man. I'm overweight but generally in good health.  Blood pressure is a bit high but I don't need medication.  My blood sugar always tests low.  I started out as a skinny kid but ever since just before puberty I started gaining weight and have not been able to shed it, regardless of the diet.  I am always hungry.  Even when I am stuffed the hunger feelings continue so I continue to pick and eat. Unlike some of the posts, there is not even a brief period after eating when I'm not hungry.

I told this to my GP but he does not seem to believe me.  Is there some specialist I should see?  I'm usually not depressed, just hungry.  The only thing I can do is simply force myself not to eat. My GP suggested that I consider surgery but I don't want to consider that weight loss option until I can get my hunger in check.
