Can't find a neurologist for chronic Seizures

How can you advise me?  My sister, in Texas, 46- had a breathing episode at work.  The paramedics tried to intibate her, and by the time I flew from CA to TX she was in ICU with oxygen.  By the time she was released, (3 days), she had a dragging left leg, pain in her left arm (it acted like a claw), and they gave her a puffer and sent her home.  I asked to speak to the social worker and was told there was none.  There were few follow up instructions and no doctor noted on the paperwork.  
She has gotten gradually worse.  They cannot find a neurologist in Texas who takes Medicaid.  She was approved for Medicare, its effective date is 9/01/2010.  She called me crying.  She will be dead by then. She is having seizures all day. What would you recommend we do?  I thought bringing her to CA would help, but if there is something in Texas or more local I would love to do that.  The drive alone will be horrendous, and I am afraid.  She doesn't want to leave her family, she has a son graduating HS, etc.
I am begging you for help, for advice.  I don't want her to come to CA.. I had 2 brothers die in my home, one from aids in 2003 and one from complications of bipolar syndrome.  Both were 47.  Annie's 47th birthday is in June.  I know it seems silly, but I don't think I can take it again.  I am begging for any kind of help.  I can not believe Texas leaves its people with no resources, and GW is proud of being the state that spends the least per capita on medical care.  Yeah, if they die you get them off the books.  
Please advise, I think she had a stroke when they intibated her, and the seizures may be from that.  For all I know they are mini strokes.  What can a person do?  I will fly out there, but I am not wealthy.  I even asked a clinic if we could supplement the medicaid portion of pay.  I was told that was illegal.  Please HELP US!!
