Does cortical focal dysplasia always cause epilepsy?

I have no idea whether it ALWAYS causes it. But my daughter had epilepsy and died at the age of 14. Upon brain autopsy the cause of death was focal cortical dysplasia. They say it developed during the first trimester of pregnancy. And although she had over 100 EEG's and none detected it.
