Lead and seizure

I was recently informed that the next door park has a huge vent that I had always noticed and thought was an air-conditioner,  was in-fact an exhaust for an underground gun firing range. I was informed that the city owned park would have employees clean the range and on one routine occasion of blood tests,  found that one of the employess had an elevated lead blood level (Surprise!).  For some reason the city decided to hired an outside company to run lead tests on the outside of the park and nearby resident properties .  Levels on my property were found at least 10 to 20 times EPA requirements.  I later found that this range has been operating for 40 years without an AQMD (Air Quality Standards and Development) permit,  my house was built in 2001 without any disclosure related to lead harzards.   I experienced my first seizure in 2004 which initially began with a lost of memory.  Can inhaling lead cause seizures in a 44 year old man?   Can lead levels in blood fluctuate over time if exposure is removed ?
