According to some medical studies done it would be roughly 3% out of 100, but it also depends on why you have seizures. If you have seizures because of another underlying condition the odds could go up to maybe 5%.
For example, I have epilepsy due to a brain tumor and all the damage that was caused by it. My advise to you is, if you want to have a baby do it. Don't let having seizures control what you want to do. If you want to have a baby than do it. Don't worry about the what if's or not because no one can say for sure.
