suffering from erectile dysfunction for 7 years

it all started when i was 16(now i'm 24). i was infected by filaria( infection cause by bitten by mosquitoes) and my right side testicle was swollen. i didn't get proper treatment untill 1 month past. i suffered from the pain lot. even after getting proper medicine after 1 month i felt the pain untill few months gone. so after these days i felt penis dysfunctional of my right side. that means no support to penis erection from right side of penis. for last 7 years things are getting worse ,that means, feel much dysfunctional than earlier. now my penis is not very hard and not experience complete erection. erection won't exsist even for a minute.during last period i consult neurologist and he said that i'm ok.

my other symtoms as follows: when i am sleeping there is not not penis erection early in the morning,loosing sensivity of penis even when masturbating

i want to know the cause of my  erection dysfunctinal is, suffering from filaria for 1 month with not getting proper medicine or due to the medicine taken for filaria or psychological problem of thinking too much about this problem or physical(neuro or muscle or ect) damage to penis or what?
whom should i consult first? psychiatrist,neurologist,urologist

I'm not an expert but I suggest you consult a urologist. You'll need to go through a series of tests (CBC, duplex ultrasound, etc) to make sure there's nothing organically wrong with you and only a urologist can help with you that. Even if your problem is 'just in the head', a urologist can prescribe you an effective treatment.

Sorry, I'm not a doctor and I have no idea what's the difference between genital urinary surgeon and urologist. I did some research and I didn't find any relationship between filariasis-ED. Your case is probably purely psychological, but, again, I'm not an expert only your doctor can clarify this.
