Exercises don't act by using "localized" fat. When you exercise, your body will use fat from different places (each person is different). So it does not mean that, because you are doing crunches, you will lose fat in your abdomen.
The solution is really to lose body fat as a whole. It might be that you will first lose fat first on your thighs before losing on the spot you want. But that's how our body works and the only way around it is liposuction... (I'm NOT recommending it!)

Fat is distributed normally in your abdominal area and thigh areas and slowly with increased fat the distribution is wide and also genetically determined.
You cannot target fat loss at a particular area. You have to lose calories to lose fat and also control intake in your diet. Plan a strict diet plan and follow it.
With regular cardio you will lose the extra fat. The fat which is deposited initially will be the last to dislodge. The fat which got deposited recently will be the first you will be losing.
