Hi there!

If you are referring to the large central bulge in the picture; this is unlikely to be a hernia and seems more like an abdominal fat deposition. This can also be caused by enlargement of the underlying abdominal structures. Abdominal hernias generally tend to be smaller swellings which may or may not be reducible, with partially defined margins that increase with increased abdominal pressure like during coughing etc. In case of an abdominal hernia, I would not suggest exercising the region for fear of complications like strangulation. In case of a ‘non-hernial’ swelling, it would be inappropriate to comment without knowing what is causing the swelling and I would suggest avoiding any exercise till a definite diagnosis is made. It would be best to get this examined by a primary care physician. You can start exercising after you are given a green signal.
Hope this was useful

Take care!
