You are very young, follow proper diet and exercise regularly and always maintain a normal BMI.
When you are 19-20 years ascertain your double chin and with proper body and normal BMI if this continues then surgical fat removal is the best solution for this. You cannot target fat loss at a particular area, compare with your parents as this trait of yours can also be due to your hereditary lineage.

This double chin as you say is actually far more common as you might think, and once you notice that it becomes easier to deal with. It's much easier to notice things about yourself than on other people because most people look at them self with a critical eye.
I too at your age had a slight double chin that made me think i was fat altho i definatly wasn't. and now i've grown up into my early 20's my face shape has vastly changed and thinned out naturally without me even trying
so fear not, all it will take is patience
until then chin up and keep smiling ^_^
