I think my heart rate is too high when running

I'm a 36 year old 175lb male I'm in excellent muscular condition.  I recently started (5 months ago) integrating running into my weight/circuit training workouts.  I was a college baseball all-american and use to be able to run extremely fast, however, I always got winded if I tried to run for any kind of distance.  This is still the case as I've been training for a 5k and my goal is to finish under 24 minutes.  Everyone tells me my endurance target heart rate % should be around 85% but mine is always over 93-95% if I'm running more than a mile at a 8min/mile pace.  Should I be worried that I get winded so easily and that 90% is too high?  I want to push myself but I don't want to do something that will put my heart or lungs in danger.  Any suggestions if this is normal or should I be worried?

Lung function tests can be asked for. A chest X-ray may be beneficial
Visit a chest specialist to rule out any problems.
We do not suspect anything and it is always good to be on the safer side.

I do feel breathless after running a short distance (3miles) at a higher personal speed.  It's almost like clockwork.  I could jog on a 8:30min/mile pace without getting tired up to 6miles.  However if I increase that speed to 7:30min/mile pace I can only run 3miles before I am totally exhausted and must stop running because my breathing is very rapid.  I must point out that after I take a 2minute rest I can resume but only at a slower pace.  Is there a specific test that I should ask my doctor to give me regarding this?

You can continue like this if you do not have any symptoms
Symptoms of concern are breathlessness, palpitation and feeling of head reeling, nausea and blacking out.
For this you have to visit a Physician immediately.
