PAIN AND NOTS IN SHIN

I was in the army about 4 years ago. While in I ran everyday 2 1/2 miles. After a few years in doing this I would develop 3 bumps (the size of a quarter in size and raised about 1/2 inch on my left shine). My  whole shine would be on fire and I would have to take about 5 mins of massageing and flexing my leg in order to just walk on my foot. I have been to several military doctors. I have been put on motrin, napersin,shoe inserts and icing my shine. Nothing has worked. Everytime I run, use a tread climber or treadmill with in 10 min the bumps and pain develop. I have continued to has this issue for about 5 years now. Is there anyting that can be done so I can do some type of cardio exercise? I would really like to do some kind of cardio for my weight . Also I was told they are shin splits but do shin splint last this long?
