high heart rate

I am a 33 year old male who took up cycling a couple years ago.  I have been told recently that my heart rate is way too high for my age when I am on a ride.  I tested my resting heart rate and it was around 64 at mid day.  However, when I get on the bike it immediately jumps up to the 130-140's without any real effort.  When I get into the hard rides or races it will jump up to the 170-180's and I have even seen 190's in hard pace climbs.  Having the higher heart rate during exercising I feel my endurance suffers and I get tired much quicker than I should.  Should I be worried about this huge variance and high heart rate?  Is there anything that can be done? Is it safe to continue cycling at the race pace that results in these 180-190 heart rates?
