After Retical Detachment operation, my eye bocoming -6.00, can it be repired?

First I got retinal detachment on my right eye in 1994. Treated by surgery and the end result is my right eye vision is now just remaining 30% with -6.5 spherical and .5 cylindrical, I have now narrower angle of view than its normal before surgery.  
In 1998 second detachment took place in my left eye. Another surgery procedure has taken place. That time gas bubble was injected into my left eye which was not done in my right eye before. The end result my left eye has back normal and even better, from -.75 spherical before the operation to be zero after, but +.25 cylindrical is still remain.

Another eye surgeon suspected the buckle (sceral buckel?) has been applied too tight so my right eye ball becoming distorted like a rugby ball instead that's where - 6.5 comes from.
I am now wearing a contact lens (- 6.5) on my right eye and spectacles also to correct the cylindrical (+.5) impairments.

Is there any medical procedure to correct my right eyesight?

well, yes.  you could have the buckle replaced or adjusted.  but thats fairly invasive with moderate risk.

The surgery took place in 1994 or 12 year ago won't it be a problem?
And will it fix the whole problems i.e the -6, the remaining 30% eyesight and the narrower angle of view?

no one knows the answer to eaither one of those.  its possible they could be fixed with surgery, its also possible that they cannot be fixed.
