no idea what the black spots are. someone would have to look.
i guess it is possible to have a foreign body from an eyewash, but i still consider it unlikely. have someone (an eye doctor) look. didnt you say someone had already deemed there was no foreign body?

99.9% of the time when someone comes in my office complaining of non-metallic foreign body sensation, there is no foreign body.
the eye is a funny thing. there are not a lot of different types of nerve receptors in or around the eye. your skin has nerve receptors for pain, cold, hot, deep pressure, light touch, tickle, etc etc. your eye doesnt have nearly at many types. frequently (VERY FREQUENTLY) people think something is "still in their eye" but they are only feeling the inflammation left over from the foreign body.
there is a very good chance that whatever was in your mother's eye is no longer there. in fact i assume that it is most likely not.
have your mother use a lot of artificial tears. like once per hour. tell her to stop rubbing her eye, even when it bothers her. do not use visine or any vasoconstrictors.
doctor my mom feels that probably because of the eye cup,water must have gushed inside and the dirt particle could have gone in the back of eye and doctor might have not considered this.kindly advice.
also caaan the particle be deep insside.i mean to say at thee very back of the eye in some corner.the dirt partticle might be too small and deep inside.thaanks for yyour cooperation
