How to get rid of darkness under eyes

I have darkness and veins under my eyes. Also the skin is very thin. I've had them for several years now. I know for a fact that it's hereditary because my mom has them as well, but as my mom has gotton older it has become more worser for her (darker, and more veins.) I went to 3 cosmetic surgeory locations, and 2 of them told me that I shouldn't do anything about it because it's too risky due to the fact that I have veins there, and the skin is too thin. The 3rd location told me that they would put articoll injections in them, but since I was told not to do anything by the other 2 locations, I didn't want to risk anything. So I did't go through with it.
I was told that there is nothing that I could do about them. I have tried all the creams there are, and none of them work for me. So my question to you would be, with the growing technology that we have in this this world today, can I get rid of the darkness under my eyes?
I will accept more than one answer, if possible.

Have you ever tried going to see a dermatologist?  They specialize in the skin area and are known to be very effective with advice/medications for balancing skintones.
