itchy eyes is usually a sign of ocular allergy, yes.  there are some over-the-counter eyedrops you can use, but most of them contain naphazoline, which you cannot be on more than say 10 consecutive days.  if it bothers you enough to do something about for more than a week, then go to your optometrist or ophthalmologist, tell them the story, and see if you are a condidate for the MUCH BETTER Rx-only topical antihistamines like patanol, zaditor, optivar, etc
