2 year old s/p bilateral probing tearing in asymptomatic eye

My 2 year old had both her asymptomatic and symptomatic eye probed and dilated with balloon 6 months ago.  Is it standard to look at both eyes while under anesthesia and if the asymptomatic eye seems narrowed to probe it also?  Also, she has been having some issue with the asymptomatic eye now with tearing occassionaly when she is real congested.  Could this just be from normal mucous or could she have scarring from the probing to the eye that was asymptomatic prior to the procedure?  Thanks for your help.  Just trying to decide if I should follow up with original eye doctor or seek a second opinion if the standard of care is not to probe both eyes during anesthesia even if one is asymptomatic.  It was explained to us before the procedure that sometimes the asymptomatic eye if mildly obstructed could become symptomatic and that it should be looked at as well during procedure.

Most would probe both sides to be sure (although you could argue for just doing it on the affected side).
Symptoms are suggestive of a partial obstruction which manifests when the mucous membranes are swollen (cold etc).
Make sure your surgeon is either a pediatric ophthalmologist or an oculoplastic surgeon.
