A mixture of symptoms

For the past 2 months or so, until recently- my eyes have been bothering me incredibly.
- Red skin around the eyes
- Itchiness (and scratching it too much causes it to dry out and hurt even more)
- Dryness at outer corners, which crust over
- Eyelid puffiness
- Scaly eyelids on top
- 2-3 bumps at a time, underneath the eyelid.
At first, I thought the bumps were chalazions or stys. But after doing further research, I learned that they couldn't be. I've tried different types of eye drops, and stopped wearing makeup for awhile, as I thought it would help. I switched makeup brands around, went for the hypo-allergenic, but it seems like nothing helps.
It makes my eyes hurt extremely and gets aggravating. Any ideas on what it may be!?

Could be ocular blepharitis.  Symptoms sound like it.
