Blood vessels in bottom half of both eyes

About two weeks ago I start having blood shot in my eyes. The next morning my eyes went to normal except the bottom half of both eyes started to form blood vessels in white areal. I stopped wearing contact lens since then. It's been two weeks and the vessels are still there.
Yesterday I put on my contact lens for 2 hours. After I took them off, the vessels became more visible. My optometrist said that it could be because of
1. I wore my contact lens for too long during the day ( but I have stopped wearing it for two weeks)
2. My contact lens do not fit me anymore. can people's base curve change? Is that dangerous?
3. I am losing ability of wearing contact lens

I did some googling and come across the term "neovascularisation" Is that what I am experiencing? Also could this vessels go away and how long would it take.

By the wat my eyes have been infected, on and off, for the last 3 months.

Any answer would be very appreciated. I rather dislike the feeling of not knowing what's happening to my eye.

You pay either an ophthalmologist or an optometrist to take care of your eyes while you're wearing contacts. You need to discuss this with him/her.  

Often this means you can no longer wear contacts.
