Can only wink in one eye--why?

I'm having cataract surgery soon and have been unable to close my right eye by itself since I was born.  Three questions:
1.  What causes this?
2.  Is it common?
3.  How will this affect my cataract surgery and recovery?

1. You're "wired" (medical term enervated) incorrectly (missing a circuit).
2. Yes
3. No
